This function calls the device-dependent driver by way of the IDC to set or reset the emulation state.

Using this function, emulation can be turned On after the Touch device is opened (which disables emulation temporarily), assuming that emulation is available with EMUL=1 specified in the Touch Display TOUCH.INI configuration file.
