Handle
of the target window that the drag set was dropped on.
Note: If hwndTarget is equal to zero, the drag is canceled,
and the drag set is not dropped. DrgCancelLazyDrag
posts a DM_DROPNOTIFY message with an hwndTarget value of zero
to the source window.
