This entry defines the number of parameters in each record in the rest of
the help subtable. The minimum number of words in each record is two.

only of a Field ID and Help Panel ID.
Other
This value is used when a help subtable record
consists of a Field ID, Help Panel ID, and an array of application-related
USHORT integers.
